The same way my church is allowed to hold bake sales and dinners in the building. By calling it a donation, you are implying that the service would be performed no matter what, but you hope the person will be grateful enough to "donate" the suggested amount, even though if you try to take a brownie from the table without "donating" the suggested dollar, I'm sure you'll get tackled by the church ladies.

LOL!!! You know if he was a good photographer, this could've been a great idea for a photo essay! Helmut Newton used to do weird stuff to get shots of intense moments. However I doubt it, that the poster was after creating art!
