I like to use cigarette smoking in photos, especially when doing something like film noir type shoots,  But I really dislike the smell of cigarettes and cigars and the restrictions on smoking can be an obstacle.  Is there a substitute that looks like a cigarette and creates a lot of smoke, but isn't a cigarette and doesn't smell like a cigarette?

In making smoking scenes in non-smoking actors, Hollywood uses herbal cigarettes, obtainable from different sources such as Amazon. I don't know how much smoke they produce.

you can use a handheld smoke machine to add smoke on set without ever lighting anything

Honeyrose is the most popular brand used in movies and TV shows for cigarettes and cigars (their website lists many credits). Herbal cigarettes are tobacco and nicotine free but still come with health risks.

Smoking is a filthy habit and should not be glamourised anymore, especially not to young and impressionable people.

Why not just use a piece of fruit or a lollipop in place of one?

It's obviously a fetish imagery, like so many fetishes out there that have their niche market.  I can't stand the smell of cigarettes, and I know it's not something to glamorize.  But if you can take the noxious smell out of it, the imagery can still have a certain appeal.  I only did a shoot like that once, and in an outdoor area by a pool so the smell was diffused.  I like smoke or fog machine effects better, but of course that's more expensive and challenging to work with.
