Maria have you considered Casting for your staffing requirements?  Mayhem allows one to fine tune for specific demographics...

Second option (which has worked well for me) is to solicit at Cosmetology Schools in your market. Not only have I found excellent talent from same I've actually been invited to do a photo-shoot at a Paul Mitchell facility! 

Please keep in mind the civil liability inherent in working with the general public... Do you have professional liability insure to cover both you and those working under this aegis.  Should your staff injure a client with hot tools (sadly this happens more often than many realize) you may indeed be held liable in a civil suit.

Only with my brief tenure with "Glamour Shots" was I required to meet this tight of time constraint... And there they provided a completely furnished workstation (with airbrush equipment) and product. Not an ideal scenario to say the least... Industry standard is 45 minutes makeup 45 minutes hair for an aggregate 90 minutes in prep... Only exception are fashion events i.e. runway, catwalk etc. where the show director may mandate only half (or even less) of the industry standard. For this reason I will not accept fashion event gigs anymore... way to stressful and with so little time sanitary procedures are oft compromised... not a good thing...

Best advice? Look here to find cosmology schools in your market and seek talent there...
