I have a Wacom Intuos 3, probably almost 10 years old, and it is not working very well. I'd like to buy a new one similar to that, I don't need something for an artist or a retoucher, just something with a pen and a mouse. Any recommendations?

I'd look at either used Wacoms or the Huion brand.

Unlikely. If it was a software bug everyone would experience it.
Check your cable and USB ports. Contact Wacom service.

I have recently upgraded to Intuos Pro (Medium) and love it. I had some initial problems with nibs wearing out way too quickly, but it has settled down now.
