Are there any Makeup artists that would be able to recommend an 'essentials' or 'emergent' basic make up kit for photographers? Not necessarily that the photographer would be applying the makeup, but a kit for a client or model to use especially away from a studio setting where some aspect of the makeup may have to be repaired or redone.

Bob, first and foremost from a Makeup Artist who holds a cosmetologist license in makeup please only consider "single use" disposable product... The risk of becoming a vector for pathogens is high for any product that isn't "sealed" i.e. unopened as every tenured makeup artist knows (or should know).

That said I am a lighting assisting for some of the top corporate headshot photographers in my market and the most experience always have an ample supply of disposable Rice Paper Blotting Tissues "packets" which they provide their clients... They simply demonstrate how to use the product and send them off to the "power room" i.e. Ladies or Mens Room.

To apply use the matte side (side without powder) for blotting excess oil and the powdered side for finishing and touch ups. This is for an extra fine matte finish (repeat this process if you tend to be more on the oilier side), 

This makes a HUGE difference on camera, trust me...  And yes I carry them in my photographic kit also.

Important Note: While one would think Hair Spray would be a wise choice, it actually carries considerable risk for allergic reaction... Have personally been on set and/or location shoots and seen this occur too many times... Although "Bronchodilators" are available OTC I for one would never administer the aforementioned to another individual with a compromised airway... Albeit I believe first responders now carry EpiPens (or there generic equivalent) a.k.a. Epinephrine Autoinjectors for this type of breathing crisis...

Bottom Line? The Health, Safety and Welfare of your client(s) should always be your first priority...

Ask the model herself to be sure to bring along the following, for beauty touch ups and emergencies ;smile

Her translucent face 'powder' and brush.... Ideally a lighter and darker shade of powder AND 'blush' for touch ups.
Clean mascara comb for lashes and brows
Eye liner used
A choice of three or more lipstick colors
Lip liner(s) in same shade as lipstick
Lip gloss
Tissues
A non breakable Mirror
Comb, brush and hair spray.

Also it can be good to bring....
bobby pins, small safety pins, shine sheets, dental floss, and of course under wear and bras in different neutral colors like black and 'nude'.
