For the life of me, I couldn't figure out how to remove these stubbles.  I've tried the Dust and Scratches / Despeckle methods.  Healing/cloning these individually wouldn't be to practical.

How would guys do it? Thanks!

There are many ways of going about it, but they almost all involve Lighten Mode. Re the actual best approach - it depends on how zoomed in you are and how fully you want to remove the stubble. There are quick methods and painstaking methods. If you explain the context more fully then you'll get good specific advice.

The dots are fairly well visible, so you can try to create a mask to isolate them and proceed from there.

It took more time to post then to fix it. Select the hair, then lighten it.

最近我找到了一个比较好的方法可以解决这个问题,需要用到频率分离技术,你可以先用修复画笔工具进行处理,不用在意皮肤纹理的丧失,在去除干净以后找到一个原来已经修饰好的皮肤纹理补上去就可以了,我做过尝试,效果还是不错的,希望能给你提供帮助。

Dust & Scratches is a good and fast way to remove them BUT if you want to be perfect, clone stamp with hardness of 100%: remove one by one and then use High and Pass with an opacity of 70% to remove color differences on the skin!
