Is this just a projector setup and the person has just cut the lines out side the body (background) and changed it to black?

Definitely a projector.  It's off to the right and down from centre (You can see by the shadow of her hand and arm).

I suspect that, due to the angle, and with a sufficiently far away background, this could be done entirely in camera.  Maybe a bit of burning of the background to get it darker.. but probably no need to get too fancy in post if it was shot right.

As for the background: it could be post or it could be shot this way (on a dark background)

On a clear, moonless night, put the model outdoors in a mown field in the country. Project the required image and expose for that image. There is no black as black as no light on the background from miles away.

Alternatively, and almost as black, use a black fabric background 30 feet behind said model.

I'm not being snarky.  I'm attempting to make sure that the OP understands that the photo that he linked to was done with an actual projector.

Looks as if it was shot that way using a non reflective black background such as velvet and a projector.
