Healing brush. Or frequency separation and clone tool on the high frequency layer.

This is a bit unusual...but totally legal.

It might be possible for you to have another image of another person...and through careful and considered looking...you might be able to find a similar image that has the eye area that doesnt display the characteristic you are trying to correct. (The line of folds in your image...thats an unusual characteristic)

You might have to do a curve adjustment layer to get the skin luminance and color to match... but the curve of skin you will be looking for is pretty typical... and comprises a very small area of the image.

Sometimes the cloning... or the cut and paste,  or the mask-in elements are not in the very same image you are presently working on!!!

In some cases.... bringing in a similar image in the layer above, size and rotate the image at low opacity so you can see the match-up...and then use a mask to precisely blend in the replacement part... adjusting as you go.  This might be a possible viable solution for that last resort effort.

Or you can copy/paste several other eye cut-outs from other subjects that seem suitable... and then use these other eyes to heal, or clone, or patch, or mask in a replacement selection.

So... this is not your first option... but if youre "really stuck"... dont fret in finding and using someone elses body parts to fix up and help repair the small areas you need.  Its OK.    Not every image has its own solutions built right inside the original image all the time.

I simply use Healing Brush and then CTRL+Shift+F to bring up an opacity option on the stroke I just applied.  I usually do 40-70%.

Frequency separation is the way. And healing on the high frequency rather than cloning (hard brush to maintain the texture), along with some D&B as a final touch.
