I've been requested to do this for a barber friend of mine but I can't  figure out how they were able to make it look "natural"

I would use transform warp on the graphic, clip skin color and some texture
then add a little noise trying different blend modes to make it look natural.

Find a bald guy in a similar position, create some bushes that simulate hair edge shapes, mask out.
