Which one? They are many.

Generally for all looks one should start by seeing what exactly makes that look "a look". The rest is just proper tool use.

It looks like the reds are enhanced and moved towards yellow and yellows in highlights were moved towards green. Perhaps teal and orange was the targeted palette. And blur as it seems. It's hard to be certain as this is a magazine scan and other factors may come into play.

There are no recipes for retouching.. learn colour composition that's my advice and from there you won't have to ask any questions as you would be able to see what has been done
