It's like buying just one T shirt. Then another person buys a dozen. The person that ordered the dozen gets a bulk discount. Maybe one for two free? In your case they might be asking for your bulk rate if they send you lots of work?

Also is bulk photo retouching equal to low quality retouching?

Don't do low quality if you want the return customers.

Bulk not equal low quality. It's means fast retouch, but accurate.

Do more and get paid less? I would never offer bulk rates.

I will do bulk rates when i can see the work beforehand and I know I can get through the images fast and accurate to equal a decent rate, some take a couple hours some take 15 minutes.

I think it's been answered, but it's when you buy lots, you get a better price. It's like going to a place like Smart and Final, and you see an item where the price says $3.79, and then under it states 12 or more $3.29 <----- That's the bulk rate.

Now in photography, I did kinda of a  bulk rate once. I have an hourly rate, and once a client asked me if he guaranteed me a certain amount of hours, would I reduce my hourly rate. that's kind of a bulk rate. smile

IMHO as always....
