If you want to use more conventional marketing approaches, then you’ll need to find an agency. There are lots and lots and LOTS of modeling agencies. Some are good and some are indifferent and some, quite frankly, are huge scams. Ask around. See who represents the models in your area. Check with the Better Business Bureau. If an agency wants money from you, other than a "nominal" fee for pictures, that’s a big blinking warning sign. Clients pay agencies, models don’t pay agencies.

Can someone recommend an agency in SF which is "paid by clients, not models" ?

My last contact with City Models (or pretty much anybody in SF, with the occasional exception of Look) was around 2000 or 2001. I don't even know who their bookers are anymore.

"Fashion" commercial agencies of the sort of Look, City, etc will as a rule not consider anybody shorter than that, and that's on the bottom end of the industry overall. Exceptions are made, but they're rare enough to be the exceptions that prove the rule. 5'7 is basically a "commercial" minimum, that's considered substantially short for fashion overall, and even for commercial a little taller is generally preferred, unless you're talking character commercial or some such "other" category.

I know that in any situation attending an open call and seeing someone in person is better than submitting by email. Agencies receive hundreds of submissions and many are probably barely glanced at.

At 5'3" though I am thinking it is unlikely you will have much luck with them. As was mentioned previously even the commercial models are at least 5'7". A very small agency may have a commercial model who is 5'6", but that is probably the shortest.

I know a couple plus models who are with City, but no straight size ones, and they are also 5'9" or taller.

Do you know of any agencies, places I can go try to advertise myself (5'3")?
I was told I have chances because of my "uncertain ethnicity" look. I'd like to give it a try, but not even sure where to start?

No premiere fashion modeling agency in SF will sign a 5'3" model. Look into talent agencies. Boom and Stars have talent divisions.
