Models. Do you ever wonder why a photographer would select a model in your city, similar to you in looks and styles, and not ask you?
That is, both models are blond, shoulder length, 5'9", 120, blue eyes, no tats or piercings, both work to artistic nude. Why did you not get an email when she did?

Well, you cant pick them all.  It could be attitude.  Or availibility.  Or price.  Or just THAT look that the photog is looking for.  Maybe the experience or lack of.  The list can go on and on.  But, no matter how you cut it, not every model can be chosen/selected for a job.

when I have a shoot in mind, I first think of scenes, themes, then down to colors, lighting, how I want the pictures to look in their finished states. then I go looking for a model to fit into the scene,
I look for a girl (or sometimes guy) who looks like they are going to give me the least amount of trouble, look great in the finished copy, and frankly, someone im going to get along with and be able to communicate clearly with, (I have found the last to be wildly inaccurate, but first images are important.) alot of money and time has already gone into this set, and I don't need anymore setbacks, than necessary.

Sometimes I will be skimming over model pictures, and build a set, and a theme around one girl's image. then I have to have that girl for that set. and will only look for a substitute, if she is unavailable, or I can't afford her.

a couple of people have hinted there is more to the contract, then appears in print.  I can only speak for myself, when I pick up a camera, all Im focused on, is getting great pictures, anything else would just take away from that.

i did a shoot where i needed a 6-10 yo girl with black hair and green eyes.   i passed on quite a few , the reason was i had a $10,000.00   vasaline glass vase to incorperate into the photo.   i needed  a girl i could trust.  i wasnt about to tell models i didnt trust their behavier , i just didnt use them for the final shoot.

All other things being equal, I go for the model that looks most pleasant to work with. Similarly, I've dropped a TFP model who had contacted me on OMP after we spoke on the phone and she sounded like some completely disinterested teenage girl. I know she might have been an amazing model and a great personality, but I got negative vibes from that one call and that was it.

It's not fair, but it's my prerogative.

It could be as simple as choosing the first model you come across that fits the criteria.
