I think that misses the point.

Vogue doesn't publish pictures taken by other photographers.  They commission their own.  A statement like that is equivalent to "I will shoot for you and give you rights to use my images for free" - in other words, work without a model's fee.  There's nothing wrong with that, and I know a lot of models who would agree.
