Ok!  I suck at Photo Shop, I even suck at Paint Shop Pro so I have a question.  How difficult and time consuming would it be to change the color of the hat in this picture?  I am not asking anyone to do it.  I am just curious.  In other shouts she has a black dress on and I am wanting to make all warobe black.

You can select the blue's in the hue/saturation, and tweak it down to black, put a mask over it and just paint on the hat in case it changes the color of anything else like the eyeshadow ect.   
Basicallly, wouldnt be that hard no.

Thanks,  I tried the color change tool in Paint Shop Pro.  At least for me it did not work.  It sounds like you use Photo Shop.

Oh yes, I have actually never tried using paint shop pro.

not difficult at all, but you need to learn some basic skills, which isn't difficult.  get an older version of photoshop and start playing.  norm
