Photo is small.  Looks like Lucis Art,,,maybe.  Its a plug in and cost over 600.oo I believe.

there is an option in photoshop tou can use and i think its a reflection effect or something of that nature i need to look again at where i learned how to do it.
i think youtube has a tutorial about how to use it

i think he's just shooting behind a plexiglass wall or something. You can physically see the tripod on the left side.

Considering that the source image comes from a guy that lists Photomatix as a tag ( and not Lucis art) that would be the clue.

This can also be done (at least on this photo) through the Highlights/Shadow adjustment sliders.

you could use Topaz Adjust.. not as nice looking as an actual HDR image, but still nice ^-^
