Yes, unless you are paying the photographer

No.  The party that agrees to arrange for the makeup is responsible for providing the makeup.  That could be the model, the art director, the client, the photographer, or Professor Plum with the Candlestick in the Study.

I usual provide the mua,so I know what results to expect.
