I was curiouse if anyone had any hints on occomplishing a similiar effect to the above photo(the scale like texture on face) from MM#50553 , without the use of an airbrush?

Free hand.  Stencil.  Use your head.

i'd stencil, and use a luce powder.... its really easy to do.

Sometimes I cut holes and jagged edges into the sponge, then I dip the sponge into whatever color I want to use and start stippling.  You can do that with liquid, creme and/or powder.
