have known Japan to bring in talent from mainstream agencies around the USA; looking for that non-Asian look ------ go figure!

check w/ your agency if you're already signed ... but good luck in your search!

You can try contacting this guy and ask him for help: http://www.iwh12.net/blog/
His contact information is on this page: http://www.iwh12.net/blog/sb.cgi?pid=0

He's a Japanese glamour photographer. I'm not sure how good his English is, but give it a shot.

There is a list made of the better Japan agencies.

I am too tired to search right now.  Remind me if I forget which is common.

You have a more important problem than finding a good agency in Japan.  You first need to have the pictures to attract an agency in Japan.  Based on your port, you don't have any.

Work in Japan is primarily catalog, with some runway (which you are too short for) and some editorial fashion.  Japanese agencies don't have time to develop foreign models - they want them ready to bring to market.  That means a portfolio full of excellent "fashion print" pictures.  Without that you will find it very tough to get work in Japan.

A mother agency is needed. Agencies have been known to send over new models to get training in Japan before returning to the European and American markets.
Some looks do better than others.

If you have a place to stay or know someone then it is possible.  I know of two mixed Japanese/American young ladies that went over to teach english and learn Japanese that got more work then they needed in modeling.  And they were not the 'correct' sizes,  but do not base your life on exceptions to the way things normally happen.  They did know the language enough to get by so that was a big advantage.

I have some of the info. I promise nothing with this info. You must check all things out on your own. Agencies change, lose men's divisions, change numbers, change personalities, etc.

But this info comes from good people that deal with these agencies all the time or with middle-man companies that deal with these agencies. So I do trust this info but it is not from my hands directly.

the first group SHOULD be safe--

A full list can be found at.
http://www.e-model.net/Agencies/Japan.html

there you can find the rest of the agencies and more that I have heard something about.

The ones listed above I would be confident are true agencies and not scams but things do change. I would say that Donna is one of the top agencies right now.

Here is one Hong Kong agency that I did deal with directly and they were great.

MODELS INTERNATIONAL LTD,

I promise nothing with the ones I list people,  and businesses change.   You must decide and investigate yourself but it is a good start.
