I submitted my pictures two years ago as well as last year and the agency told me BOTH TIMES we have a look alike and we cant sign you with us because there would be too much competition between you two. Now does that sound like a legit excuse or a let you go bull crap line?

Never pay any attention at all to the literal words of a rejection notice from the agency.  They are meaningless.

At the initial contact stages there are only two possible messages:  "We are interested in you" (which is not what you got) and "we are not interested in you," (which is what you got).  Agencies use all manner of alleged reasons for their lack of interest which generally have little relationship to the truth.  That's just the way it is.
