I'm not a makeup artist but I was wondering what type of face makeup could be used to make someone look like a statue and relatively not reflective?

In answer to your query.... Mehron Clown White is an industry standard.
Albeit it will need to be "Set" with a translucent (or white) powder...

That said you are best advised to hire an experienced makeup artist.
This product is  not ideal for novices, experience is essential here.

Food for thought (not a critique). Photographers with a strong visual statement in Beauty Genre generally can find talented (and experienced) makeup artists to collaborate with i.e. "Creative Testing" Trade Shoots for compelling editorials. 

btw, I hold a cosmetologist license in makeup artistry and have experience with Mehron Clown White.
This product is indeed a challenge to deal with. Enough said.

However if you are looking to make "someone look like a statue" i.e. full length.
That is not makeup artistry... that is in the realm of Body Painting...
Not my forte, and have no experience there. If this be the case unless your session is located in a major cosmopolitan center like NYC you're going find it difficult to locate a talented body painter.  There are reason's why Fashion Agencies etc. are located in major cosmopolitan centers,
